		<description>Totally agree about the need for a level playing field and that the end of the day every tanner should have income adequate to cover all environmental costs. But something has to be done to help small tanners transition rather than just closing. If they are all together then CETP options can work such as Santa Croce, Arzignano, Kasur (where I took the picture) and as planned in Bangladesh. China has done as you say and is ruthlessly closing small plants, creating tanning centres with CETPs, and demanding compliance to tight laws by the big plants. They are right. 
In Kasur UNIDO built a superb stage 1 &amp; 2 facility with managing funds for some years. I do not know whether the local tanners kept it going.  Also while the solids were managed the partially cleaned water went to a river, whereas there was ample space (apparently) to build a polishing facility or reed bed. Being fair in all this is very complex.</description>

This cannot be done tanner by tanner or even region by region, all producers need to bear the cost or those that do would become non competitive. Now it is unlikely that treatment centers could be built and begin to operate at the same time, to spread the cost government would need to enact a pollution tax on those tanners not yet hooked up to treatment centers. That tax could go towards the construction of waste treatment facilities.</description>

		<description>Having spent nearly 10 years in the business (designing, buying hides, manufacturing etc), I personally think that now is an excellent time to get involved within the leather industry.  There are now a lot more opportunites (especially within the UK) available to graduates with specific qualifications.
